Bauer wrote to Senator Mervyn Dymally regarding the hunger crisis that occurred in Africa, from 1983 through 1985, Ethiopia Famine was one of the worst events to ever occur because of chronic drought. Bauer asked Senator Dymally and other Senators and Congressmen to pick one of their favorite foods to be included in the “Congressional Cookbook for Africa." Proceeds from this book will be used by the International Red Cross to protect the victims from violence, and offer resources for families to keep on experiencing hunger. Dymally faced harassment in the form of unsubstantiated claims of corruption and supposedly impending indictments of crimes several times throughout his career. While no charges were ever brought against him, he suspected one such incident may have cost him the reelection to Lt. Governor. His opponent Mike Curb accused him of criminal behavior in San Bernardino and Santa Clara Counties. The accusations caused a scandal, but no charges were brought. Dymally asserts that many black people, after lifetimes of constant rejection by racists, fear white doctors as a result.
